VII.     RATIONALE   : 

 

Given that climate change is causing the Philippines to experience more intense weather events, there is an increase desire for the nation to become more resilient. The Philippine Climate Change Act, or RA 9729, was passed in response to the realization that tackling the possible effects of climate change would require a more institutionalized and methodological approach. Since then, there has been a significant movement in the understanding of climate change as a vital component of sustainable development over the long term.

 

The Local Climate Action Plan or LCCAP is the action plan formulated by the LGUs to address climate change concerns as stated in Sec. 14 of RA 9729 states that “the LGUs shall be the frontline agencies in the formulation, planning and implementation of climate change action plans in their respective areas, consistent with the provisions of the Local Government Code, the Framework, and the National Climate Change Action Plan”.

 

VIII.    COURSE DESCRIPTION:

 

 The activity involves the conduct of a 3–day orientation/seminar/training with the stakeholders on the process of formulating the LCCAP. This includes the crafting the background of the LGU, Climate Information and Situational Analysis, Objectives of the Plan, PPAs and Policy requirements, Monitoring and Evaluation.

 

There will be a total of 30 participants in the said activity which includes 6 local officials (Municipal Mayor, Vice Mayor and the SB Committee chair on Agriculture, Disaster, Environment and health), 5 MPDO Staff as secretariat, 2 representatives from MDRRMO, 2 representatives from MENRO, MLGOO, Municipal Engineer, LnB President, 2 representatives from MAO, 8 CSO and 3 resource speakers from DILG.

 

 A combination of lecture-presentation-discussion, practical-workshop and situational analysis will be conducted to achieve the 3-day activity.

 

The training shall be conducted right at the _______. The LGU concerned shall be in-charged with the venue, meals and snacks, board and lodging of the speakers, professional fee of the speakers, supplies, materials and t-shirts.

 

 

General Objectives:

 

The training-workshop is primarily aimed at providing the participants with adequate knowledge and proficiency in addressing climate change concerns.

 

Specific Objectives:

 

            At the end of the training, the participants are expected to:

 

§  Further understand Climate Change and its impact;

§  Mainstream the LCCAP into other local development plan;

§  Gather relevant data relating to the plan formulation;

§  Build consensus and develop recommendations on climate change adaptation ad mitigation;

§  Craft PPAs and develop monitoring and evaluation of the said PPAs;

§  Craft an updated Local Climate Change Action Plan;
