VII.     RATIONALE   : 

Forest Land Use Plan (FLUP) is basically a document developed through iterative, transparent, accountable and participatory process to ensure sustainable management of forests and forest lands providing environmental, social and economic benefits to society.

The FLUP provides direction to the LGUs, DENR and the stakeholders in managing forest and forest lands within their area of responsibility within the context of sustainable forest management, biodiversity management, vulnerability, vulnerability assessment/climate change adaptation, disaster risk reduction and management and the reduction of emissions from deforestation and forest degradation. It also facilitates harmonized management of protected areas and ancestral domains/lands within the forest and forest lands and integrated management of ecosystems.

Consequently, it guides the LGUs and DENR as well as other stakeholders on how to organize, mobilize and utilize their resources such as money and manpower to achieve a specific objective or set of objectives in forest and forest land management. It is a management tool for establishing accountabilities and promoting responsible forest resource management, by ensuring that production and activities are in balance with forest protection and biodiversity conservation, using a ridge-to-reef framework. The FLUP also forms the basis for monitoring, assessment and reporting which will give the LGUs and DENR a clear perspective and guidance on their management performance throughout the implementation process.

VIII.    COURSE DESCRIPTION:

 The activity involves the conduct of a 5–day orientation/seminar with the stakeholders on importance of managing the forest and forest land. There will be a total of 55 participants in the said activity which includes 27 barangay officials from barangays with identified forest and forest lands (9 punong barangays, 9 barangay secretaries and 9 Sangguniang Pambarangay on Environment), 10 municipal officials, 9 members of the technical working group, 12 resource speakers from DENR and 5 secretariats/training staff.

 A combination of lecture-presentation-discussion, practical-workshop and situational analysis will be conducted to achieve the 5-day activity.

The training shall be conducted right at the Farmer’s Training Center, Poblacion, Mahayag, Zamboanga del Sur. The LGU concerned shall be in-charged with the venue, sound system, transportation of the participants to and from the training venue, invitation and accommodation of resource speakers, foods and snacks, training supplies/materials and certificates.

General Objectives:

The training-workshop is primarily aimed at providing the participants with adequate knowledge and proficiency in managing forest and forestlands within their area of responsibility.

Specific Objectives:

            At the end of the training, the participants are expected to:

§  Build consensus and develop recommendations on the uses of forest lands;
§  Gather enough knowledge and understanding on the proper use and care of forest land in their area; and
§  Know the importance of Forest Land Use Plan.
