 A SANGUNIANG BAYAN RESOLUTION ADAPTING THE BARANGAY DISASTER RISK REDCTION AND MANAGEMENT PLAN (C.Y. 2014-2016).


WHEREAS, this Barangay Risk Reduction and Management Plan (BDRRMP) is speardeadd by our respected Governor Antonio H. Cerilles, our Municipal Mayor Lorna S. Espina together with the department of Local and Interior Government (DILG) Municipal Planning and Development Coordinator (MPDC), and our Barangay Council;

WHEREAS, BDRRMP aims to protect and help the people living our barangay from any calamity, and mitigate the effect of climate change in our place;

WHEREAS, this plan is very vital to the community for it will be able to uplift the current standard of living, peace and order and cleanliness of the barangay also, to educated the populace about the state of our environment  today in which they could be help to protect it,

WHEREAS, adopting this Barangay Risk Reduction and Management Plan would make our barangay and its constituent disaster, and could also make a big difference in the barangay in terms of the action of the barangay officials, NGOs, and other people concerned whenever there will be a disaster in our place.

MESSAGE

TO THE GOOD PEOPLE OF BARANGAY POBLACION

           
To all constituent of Barangay Poblacion, Mahayag, Zamboanga del Sur, Natural phenomenon and man-made disasters will set about every now and then people are not expecting neither prepared. In light with this, our Barangay had made a plan for the awareness and preparedness of every whenever there will be such a ruinous act of nature came into our way and this is the BARANGAY DISASTER RISK REDUCTION and MANAGEMENT PLAN (BDRRMP). This BDRRMP, a three-year plan had been sliced a budget by Barangay Poblacion, Mahayag, Zamboanga del Sur, for the sake of those victims of any calamity not too long and in order for them to be helped out without difficulty;

The importance of BDRRMP is to be prepared of any disaster that may occur doing so, having this plan is very relevant not only for the people in our community but also to the neighboring places. We will be able to show our concern and kindness to each other in times of needs and we will be all benefited from it;

As a public servant, I humbly bow down my head to our Governor Atonio H. Cerilles, to our Municipal Mayor Lorna S. Espina, to the Department of Interior and Local Government (DILG) to the Municipal Planning and Development Coordinator (MPDC) who are instrument in the formulation of this gven to the Barangay Risk Reduction and Management Council which is very beneficial to each individual living in our Barangay.




 












THE BARANGAY DISASTER RISK REDUCTION AND MANAGEMENT PLAN OF BARANGAY POBLACION (2014-2016)


I. INTRODUCTION

            Barangay Poblacion, Mahayag, Zamboanga dek Sr, hit by a flood several times and experiencing of different phenomena nowadays on other places, it is a vital to have a plan in this specific area of concern.
           
            Barangay Disaster Risk Reduction and Management Plan is per headed by our highly respected Governor Antonio H. Cerilles, our Municipal Mayor Lorna S. Espina, together with the Municipal Planning and Development Coordinator (MPDC) and our Barangay Council it is a three-year plan (CY 2014-2016) that aims to protect and help the people living in our Barangay from any calamity the effect of climate change.
           
            In our Barangay Poblacion BDRRMP is very useful whenever there will be calamity people will not worry about their safeness because they have a direct contact with the Barangay Officials together with the NGOs.
           
            This responsibility to the Barangay Officials to make the aims of this plan, and the Barangay has already provided BDRRMP a budget.

           

II. RATIONALE

            The occurrence of disaster has become an important factor adversely affecting our economic development and social stability. However, these unavoidable/unpredictable natural hazards occur mainly because of our geographic location. The absence of the plan in the barangay has been known inspite of the unpredictability of disasters that is why there is a need for the barangay to be serious and responsible in making the BDRRMP in order to mitigate their destructive effects when calamities occur.

            The barangay, as the basic political unit is mandated under section 384 of the Local Government Code to serve as the primary planning and implementing unit of government policies, plans, programs, projects and activities in the community. Awareness and disaster preparedness is very vital, therefore, there is a need to identify and assess the different hazards in the barangay in order to come up with a BDRRM Plan.

III. LEGAL BASIS

RA 7160 – Local Government Code of 1991

            Local Government Unit shall have the powers expressly granted, those necessarily implied there from as well as powers necessary, appropriate and incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare and local government units shall:

           
            a.) Promote Health and Safety
            b.) Enhance the right of the people to a balance ecology
            c.) Preserve the comfort and convenience of the inhabitants (Section 16 LGC)

RA 7160 – Local Government Code of 1991

The Punong Barangay shall organize and lead an Emergency Group whenever may be necessary for the maintenance of peace and order or on occasion of Emergency or Calamity within the barangay.

            Promote General Welfare of the Barangay (Section 398 supra)

RA 10121 – The Philippine Risk Reduction and Management Act of 2010

            Abolition of the Barangay Disaster Coordinating Council and their powers and functions will be assumed by the Barangay Development Councils which shall serve as the Barangay Disaster Risk Reduction and Management Council (section 11).

            Punong Barangay shall facilitate and ensure participants of two (2) CSO representatives from existing and active community-based people’s organizations representing the most vulnerable and marginalized groups in the barangays. [section 12, (25) (d)]

WARNING TEAM FUNCTIONS AND RESPONSIBILITIES

Team Leader - Mangulo sa pagpadayon nga komunikasyon sa kapitan aron ang mga impormasyon gikan sa nasudnong ahensya maihatag sa insakto;

Asst. Team Leader - Isiguro nga ang mga pahimangno (warning signal) madawat sa tanang lumulopyo sa barangay. Motindog isip usa ka TeamLeader kung wala ang Team Leader;

River Watch and Rain Gauge - mangulo sa pagmonitor sa nataud nga “Rain Guage/AWS” o “water level” diha sa ilang barangay. Maghimo ug opisyal nga balita/taho ug ipasa sa Team Leader para sa impormasyon ug basehanan sa pagkatag sa sakto nga panghimangno  ug ang mga sunod nga lakang sa mga panahon nga gikinahanglan.    

1. Sigurohon nga naabot sa mga hingtugndan nga mga komunidad and mga early warning information nga gikan sa mga hingtungdan nga ahensya sa gobyerno sama sa PAGASA, PHIVOLCS, PNP, P/C/MDRRMC ug uban pa.

2. Maghatag ug mga pahibalo sa mga tawo sa kumunidad basis a mga impormasyon nga nakuha ug sa mga aksyon nga kinahanglan buhaton sa BDRRMC.

3. Siguroon nga tanang kahimanan sa early warning ana sa luwas ug sakto nga kondisyon aron makahatag ug saktong sibya o taho ngadto sa mga katawhan.

Team Leader Mangulo ug modumala sa mga aktibidades/buluhaton sa mga katawhan sa pagpamakwit o pugson sapagpabilin sa usa ka lugar. Moreport sa BDRRMC chairman sa kahimtang sa evacuation center;
Asst. Team Leader - mahimong  pinaka-unang  mopuli kung wala ang Team Leader ug mokuyog sa grupo;
On-Site - mangulo sa pagmonitor sa kahimtang sa lugar ug mo coordinate sa mga gisaligan nga personahe sa rescue team, transportation team ug communication team para sa dinalian nga aksyon;
Camp Management - mangulo sa atiman sa mga kahinahanglanon sa EC ug mo coordinate sa mga gisaligan nga personahe sa Relief, Logistic, Medical ug Security Teams;

RESCUE/FIRST AID TEAM FUNCTIONS AND RESPONSIBILITIES

Team Leader Mopahilona sa mga myembro sa Rescue Team sa apektadong lugar nga nanginahaglan sa tabang.
Asst. Team Leader - Mosuporta/motabang  sa mga napahilona nga myembro sa rescue team  aron sa pagrescue  ug  mohulip isip Team Leader kung wala ang Team Leader;
Rescue Teams - Tig-lista sa mga nanginahanglan pang i-rescue nga mga tawo ug tig-asikaso sa mga kinahanglanon sa mga na rescue.
1. Maoy labing unang gisaligan nga mopahiluna sa tanang rescue volunteers sa barangay ug pakig-coordinate sa nagkalain-laing ahensya nga adunay kapasidad sa rescue OPERATION.
2. Mupasi-ugda sa aktuwal nga rescue operation sa mga tawo nga anaa sa mga kuyaw nga kahimtang.
3. Mugiya sa mga mubakwit ngadto sa pick-up point nga gikasabutan sa barangay.
4. Siguroon nga nadala ang tanang mga gamit sa rescue ug evacuation nga mga kalihukan sa mga gikinahanglan nga tabang medical sa mga mubakwit.
5. Mupasiugda ug pre-emptive ug force evacuation kung gikinahanglan.
6. Mo-prioritize ang mga bata, tigulang, persons with disabilities.
IV. GOALS AND OBJECTIVES

GOALS
To establish and strengthen capacities of the barangay, communities and the residents to anticipate, cope and recover from negative impacts of emergency occurrences and disasters and to avoid hazards and mitigate their potential impacts by reducing vulnerabilities and exposure and enhancing capacities of communities.

OBJECTIVES
To come up an operational Barangay Disaster Risk Reduction and Management Plan (BDRRMP) in our barangay and to better equip the BDRRM Teams with appropriate training and skills to make them more functional in doing their roles and responsibilities.

V. BARANGAY PROFILE
5.1 HISTORICAL BACKGROUND        
            The town of Mahayag was occupied on the early part of 1939 by Subano Native and Christian settlers, the original name of the town is DAO, and the Subano conformed to the first proposition that the place be called Mahayag since 1956. Mahayag is barangay of Molave on March 9, 1960 creating Hon. Saturnino Mendoza to be first appointed Municipal Mayor. The first Tenyente Incargado was Julio Mendez followed by Juanito Beaterna, Luciano Watin, Furtunah Lumaad, Miguel Mendoza and Victoriano Mabida.
            On May 1989, during the barangay election, Felix Fanilag became the first barangay captain of Poblacion.

5.2 OVERVIEW OF THE BARANGAY
a.) GEOGRAPHIC LOCATION
Barangay Poblacion is located at geographical coordinate N08˚07'52.1" E 123˚26'09.8", it is being bounded on the north barangay Lourmah, on the south by barangay San Vicente, on the west by barangay Tumapic and on the east by barangay Tuburan.
            This Barangay was divided into seven (7) Puroks headed by the Purok President. It has a total population of 2,297 individuals by the year 2014 in which 1,215 are male and 1,082 are female. It has two (2) types of soil namely San Manuel Silt Loam and Adtuyan Clay Loam. These are suitable to different types of crops like rice, corn, coconut and banana.
            b.) TOPOGRAPHY
            Barangay Poblacion is classified as flat area and has small hilly area found at Purok 5 &4.
            c.) LAND AREA
            Barangay Poblacion has land area of 394.6918 hectares which is classified willy area found at Purok 4 & 5 and the rest is for residential, commercial and institutional areas.
            d.) SLOPE AND RIVERS
            There are rivers and creeks which traverse through the barangay. This includes the Salug Daku River which passes through purok 2, 3, 5, and 7; and the Miligan Creek which passes through Puroks 4, 5 and 7. Most Puroks of the barangay are flat and only Purok 4 and 5 are slightly elevated at around 30% - 80% slope.

5.3 DEMOGRAPHY
            Based on the data gathered by the barangay for the year 2014, there is a total of 6,907 individuals living in the Poblacion area in which there are 3,568 male and 3,339 female distributed in 969 families. Among these, there are 797 children aged 0-6 years old, 214 population aged 60 years old and above, 181 pregnant women and 13 individuals with disability. These persons are specifically identified by the barangay since they are the most vulnerable during disasters.

5.4 ECONOMIC
            The table below shows the agricultural crops and production of the barangay for the year 2014. Coconut ranked as the most planted crop which constitutes 128 hectares, followed by the irrigated rice, having an area of 106 hectares, the corn with an area 40 hectares. Other crops like non-irrigated rice, banana, mango and rubber are stated on the table below.

5.5 SOCIAL INFRASTRUCTURE
            The barangay recognized eleven social infrastructures. There are schools located at Purok 1, Purok 3 and Purok 6. We also have health center located at Purok 2, the barangay hall at Purok 2, churches that are located at Purok 1 and Purok 5, Multipurpose building at Purok 2 and 4, the municipal hall at Purok 2 and lastly the cockpit which is located at purok 5. Among them only the cockpit that made up of light materias, the rest are made of concrete and strong materials.

VI. BARANGAY PAST CALAMITIES AND DISASTERS

            Way back in July 2012 when the Salug Daku River that runs in Purok 2 and 3 freaked out. It causes damage to agricultural plants and broke the Salug Daku Bridge, the total amount of its damage was P735, 000 more or less.
            Earlier than 2012, last August 2011 when landslide occurred in our barangay affecting the area of Purok 4 which causes damage to agricultural crops with an estimated cost of damage of P20, 000.

VIII. DISASTER RISK ASSESSMENT

            The barangay is a flood-prone area due to its geological and geographical state which is being traversed by the Salug Daku River and the Miligan Creek. Although the barangay identified purok 4 and 5 as low susceptible to landslide, historical records shows that only minimal landslide happened in Purok 4 with no recorded casualties and families affected. Table below shows the number of population vulnerable to flooding and landslide.

            The barangay has 1 dump truck that can be used during the incidence of calamities and two of the Barangay Kagawad pledged their own vehicles to be utilize as well.

10.2 EVACUATION PLAN FOR LANDSLIDE


GUIDE FOR THE FAMILY TO RESPOND TO A PARTICULAR HAZARD
FLOOD
a.) PAGHAHANDA BAGO ANG BAHA

- Iwasang magtayo ng bahay sa floodplains at gilid ng ilog
- Tanggalin ang mga bato, lupa at iba pang basura sa daluyan ng tubig
- Siguraduhing gumagana ang drainage facilities
- Magtanim ng puno at ingatan ang kagubatan, lalo na sa kabundukan
- Pangalagaan ang ilog.
- Huwag padaluyin ang mga septic tank sa mga kanal at ilog
- Alamin kung gaano kadalas ang hangin at ulan at gaano kalalim kung may baha sa inyong lugar
- Alamin ang flood warning system at evacuation plan ng barangay. Siguraduhing alam din ito ng inyong kapamilya.
- Magtalaga ng evacuation area para sa mga kasapi ng pamilya at mg alagang hayop
- Sa naturang evacuation plan, bigyan ng tungkulin ang bawa’t miyembro ng pamilya
- Magtabi ng mg pagkaing hindi na kailangan lutuin na tatagal ng tatlong araw
- Maghanda ng battery-operated radio, flashlight, cellphones, emergency cooking equipment, kandila, posporo at first aid kit
- Suyuhan ang mga mahihinang bahagi ng bahay.

b.) KAPAG BAHA NA

- Manatili sa loob ng bahay o evacuation area
- Huwag tangkaing tumawid sa ilog o anumang umaagos na tubig na abot hanggang tuhod
- Huwag lalangoy sa mga ilog na umaapaw
- Iwasang Magmaneho sa baha. Ipagpaliban ang mg di-importanteng lakad.
- Lumayo sa mga bumagsak na poste at iba pang mataas na bagay
- Maging alerto sa gas leaks. Gamitin ang flashlights sa pag inspekto nito
- I-report sa Barangay Disaster Risk Reduction and Management Councils and mga lugar na binabaha.

c.) MATAPOS ANG BAHA

- Maging maingat sa pagpasok muli sa inyong mga bahay. Gumamit ng flashlight sa halip na sulo o gasera dahil posibleng may mga bagay na madaling masunog sa loob nito. Posible ring makapasok ang mga hayop gaya ng ahas.
- Banatayan ang mga bagay na pwedeng pagmulan ng sunog gaya ng mga putol na kawad ng kuryente
- Huwag kumain at uminom ng mga bagay na hindi pa nasusuri kung kontaminado
- I-report ang mga putol na kawad/kable/tubo (kuryente, tubig, gas, telepono) sa kinauukulan
- Huwag sindihan ang main switch o gumamit ng appliances o gumamit ng appliances na hindi pa nasusuri ng electrician.
- Kumunsulta sa health authorities sa mga kailangang bakuna
- Huwag mamasyal o maki-usyoso sa lugar na tinamaan ng sakuna upang di makasagabal sa rescue at iba pang emergency operations


LANDLSIDE

a.) Follow prevention tips and safety rules

- Contact the barangay to find about the local geology and history of landslides in your area. Consult maps that indicate hazard prone areas.

- Avoid doing work in your lot that could increase soil instability, for example:
·         Digging a hole on a slope
·         Building at the top or the base of a slope
·         Pouring huge amount of water in a steep slope

- Report any abnormalities to the barangay authorities;
·         Cracks on your lot
·         Bulge on a slope
·         Rockslide
·         Unusual seepage of water

b.) Take action in the event of a landslide

- To prevent hazards and injury in the event of a landslide
If you’re indoors:
·         Take refuge in the part of the building opposite the landslide
·         Take shelter under a solid piece of furniture
·         Hold firmly onto an object that is solidly anchored until all movement has stopped

If you’re outdoors:
·         Quickly move away from the probable path of the landslide
·         Stay away from riverbanks, trees, electrical wires and utility poles
·         Do not approach the landslide area, as it often remains unstable

c.) Evacuate your home

- If the authorities require it or you believe your safety is in jeopardy, evacuate your home. Inform your family or the barangay of the place where you plan to stay temporarily.

d.) Return to your home when authorized to do so

- If the authorities allow it and your safety is not jeopardized, return to your home, preferably during the day, when problems and hazards are easier to see. When you drive, take pictures to document the damage to your home.
